Built in e3491135: repositories shard across git store namespaces, move between them, and can keep to the EU. Nothing changes in production until the namespaces and bindings exist; that is tracked in #38.

One namespace (g1t) carries everything, capped at 2,000 requests per 10 s. Add ARTIFACTS_1..N and ARTIFACTS_EU bindings, record the namespace per repository, and assign new repos by policy. Also unlocks EU data residency.
Groundwork in progress (code works with only the current binding).
