Iteration time: PR CI under 3 minutes, a web change live in under 5, a Rust change under 10

Measured 2026-10-22: PR CI ~7.5 min (TypeScript job always runs every workspace's type check and tests); a web-only deploy ~7 min healthy (Check ~1 min repeats CI, web build ~2, web upload ~3.5, smoke); a Rust deploy ~18 min (one Rust build 8 min, stages strictly in sequence, the deploy rebuilding what CI built). Plan: TypeScript CI only for what a change affects; deploys reuse CI's build output and drop the Check job CI already covers; deploy stages that don't depend on each other run side by side; a preview of g1t for every pull request so UI changes are checked before merge.
