The open-source pool keeps public repositories' minutes at the 4-core rate: $50 a month, $4 a repository (Closes #172)

Since #170, ubuntu-latest in a public repository runs on the 4-core machine at $0.007 a minute instead of $0.004. At $2 a repository, the pool covered about 285 workflow minutes, down from 500. - The pool doubles, to $50 a month in all and $4 for any one repository. That is about 571 workflow minutes a repository, or 1,000 of checks and the merge queue on the standard machine. - Changed in billing's wrangler.jsonc vars, its defaults (credits.rs, with the test that holds them to what is published), the pricing page and the usage and billing guide.
