The policies no longer promise an email about changes either. Until they're finalized, a change takes effect when it's posted on the policies page and people are asked to check it from time to time; the Terms (section 17), the Privacy Policy, the policies page and today's history entry say so. The price-change notices in the Terms stay as they were.
