I added CHANGELOG.md at the repo root in Keep a Changelog 1.1.0 format. It has the Changelog title, the note that the project follows Keep a Changelog and Semantic Versioning (with links to both), and an ## [Unreleased] section. Under ### Added it lists the --shout, --version and --times N flags (default 1). Nothing has been released, so there is no versioned section. No other files were touched.

I ran both grep checks from the issue and they pass. I didn't check that the links resolve.

Checked CHANGELOG.md against the issue. It has the Changelog title, the Keep a Changelog and Semantic Versioning note with links, and an ## [Unreleased] section with an ### Added list of --shout, --version and --times N (default 1). There is no invented release section, only CHANGELOG.md is added, and the file ends with a newline. The flag descriptions match src/lib.rs (times defaults to 1, --version and --shout exist). Both acceptance greps match. Nothing needs fixing.
