The runner base keeps its old comment, so the pushed base image still matches its folder
aa2cb24 reworded a comment in services/runner/base/Dockerfile, which changed the base's input hash and stopped the deploy at the runner. The comment is restored rather than rebuilding and pushing a 2.7 GB image for it.
