Plan: the billing model

Four kinds of charge (free, card on file, activation with an allowance, usage only); one Stripe subscription per workspace on Flagon, Inc.'s account, postpaid with metered prices and spend limits in place of prepaid credit; features scoped to the workspace, then all or selected projects, with every project able to opt out and libraries never built; proposed prices against Cloudflare's costs; and the order to build it in.
