[Launch] Verify whether Artifacts forks copy or share objects #14

Blocker before 2026-10-14.

Every pull request is an Artifacts fork (pulls--<id>). If forks copy objects, agent-heavy use reaches the 1 TB account limit in about two days and every push fails.

  • Run scripts/ops/fork-storage-test.mjs (throwaway ~100 MB repo forked 5x; storage metrics before/after)
  • Ask Cloudflare in writing
