[Launch] Delete pull-request forks after merge or close #15

Forks are only purged with their parent repository today. Delete them 7 days after the pull request merges or closes; reopening inside the window keeps it, later re-forks from the PR head.

In progress in services/repos (hourly sweep in lifecycle.rs).

Built (docs/ARTIFACTS.md, R2): merged or closed pull requests' forks are retired by the hourly sweep, FORK_RETENTION_DAYS = 1 in production, with the head kept in the repository; reads of a retired fork come from the repository and anything that writes makes it again.
