[Scale] Shallow clones in sandboxes #21

Sandbox jobs clone in full today. Use --depth=1 (deepen only when history is needed); blobless only behind a flag until Cloudflare confirms filter support. Measured on flagon-io/g1t: full 5.4 s, depth 1 3.8 s, blobless 3.4 s.

In progress with the runner image work.
