The Work board no longer shows a permanent partial-board banner for a deleted repository, no longer drops work past silent caps, and no longer sends merged work back to Backlog.

Fixes

1. Deleted repositories:
   • A not-found or refused answer is an answer, not a failure (part()), so the banner only shows for real outages.
   • repo_workspaces.deleted_at (migration 0055_repo_deleted.sql) is set on repo.deleted and cleared on restore. A one-off job marks repositories that were deleted before the column existed, such as flagon-io/hello.
   • Links carry deleted. The work item page shows the link as deleted and leaves it out of "Open a draft pull request". Board chips show it struck through.
2. Caps:
   • Done reads items closed in the last 14 days by close date (closedSince).
   • Open work items and pull requests are read page by page (before, mergedSince).
   • When a ceiling is reached, the page says so.
3. Merged work:
   • A pull request counts for an item when it is the item's own, or names the item in Closes or Part of.
   • Pull requests merged in the last 14 days are read too.
   • An open item with a merged closing pull request and a target still to land is Landing. Otherwise, merged work keeps it In progress, with "N merged" on the card.
4. Not planned: items closed as not planned, which covers duplicates, are left out of Done.
5. Card titles: a session's hint on a card no longer passes off a pull request's number as the item's.
6. People: more than three people on a card show "+N", as sessions do.

Tests

• cargo test -p g1t-work -p g1t-contracts -p g1t-search -p g1t-actions: passing.
• apps/web: npm test, 1,094 passing, and the root npm run typecheck is clean.
• Mobile: 32 passing.
• I merged main in and resolved routes/workspace/work/item.tsx against #160's image-upload wrapper.
