Add CODE_OF_CONDUCT.md adopting the Contributor Covenant 2.1, with syntaqx@gmail.com as the contact. Link it from the Contributing section of README.md if there is one; change nothing else.

    I added CODEOFCONDUCT.md with the Contributor Covenant 2.1 text, using syntaqx@gmail.com as the enforcement contact. test -f CODEOFCONDUCT.md passes. I did not link it from the README because README.md has no Contributing section, so it is unchanged. That also avoids a conflict with the open PRs that edit the README. CONTRIBUTING.md exists but I left it alone, since the task only asked for a link from the README. I wrote the Covenant text from memory rather than copying it from the official source, so it has not been diffed against the published 2.1 text.
